The party certifying this session's attestations — a PartyDgs id, verified before it is used. Where an attestation names a certifier (EPA TS1, and the FTA origin block), the party question is pre-answered with this id for the filer to confirm, and the certifier's name, phone and email are never copied here: they stay in PartyDgs and the filing resolves them from the id. Omit it (or pass one this caller cannot see) and the filer supplies the certifier by hand instead.
